Prime Minister Narendra Modi will chair an open discussion on maritime security of the United Nations Security Council on Monday. Russian President Vladimir Putin will also participate in this discussion. This program will be done through video conferencing. Several heads of state are expected to attend this meeting. Main topic of this discussion “Promoting Maritime Security: The Need for International Cooperation”.
The Prime Minister’s Office (PMO) said in a statement on Sunday that the meeting is expected to be attended by heads of state and government of UNSC member states and high-level experts from the United Nations system and major regional organizations. The discussion will focus on ways to effectively combat maritime crime and insecurity and strengthen coordination in the maritime domain.
In its statement, the PMO said that Narendra Modi will be the first Indian Prime Minister to chair the open discussion of the United Nations Security Council. The PMO also pointed out that the UNSC has discussed various aspects of maritime security and maritime crime and passed several resolutions. However, this will be the first time that maritime security will be discussed holistically as a special agenda in a high-level open debate.
The PMO said, “Given that no country alone can solve problems related to various dimensions of maritime security, it is important to consider the issue holistically in the United Nations Security Council.” A comprehensive approach to security would be able to protect and support legitimate maritime activities, as well as counter conventional and non-traditional threats to the maritime domain.
The PMO said that oceans have played an important role in Indian history since the time of the Indus Valley Civilization. “Our civilization-based public policy sees the ocean as an enabler of shared peace and prosperity. Keeping this in mind, Prime Minister Narendra Modi in 2015 put forward the vision of SAGAR (Sagar – Security and Growth for All in the Region). This vision focuses on cooperative measures for sustainable use of the oceans and provides a framework for a safe and stable maritime sector.
According to the PMO, the idea was further expanded through the India Pacific Maritime Initiative (IPOI) at the East Asia Summit in 2019. It is to be known that India is chairing the UNSC for the month of August this year. India has also taken over this responsibility from August 1. The United States, China, Britain, Russia and France are the only five permanent members in the UNSC. At present, India is a non-permanent member of the Security Council for two years.
